Mildred was the oldest of the three children of Charles Huston and Hattie Gray. When she was 33, she married fuel conservation engineer, John Alton Phelan, on March 20, 1920 in New York City. They had one child, John Alton Phelan, Jr., born January 13, 1921.
From the Patriot Ledger, in Quincy, Massachusetts, on March 28, 1941, comes the following:
"Mrs. Phelan was the first woman to hold public office in Quincy. She was appointed by the late former Mayor, Chester I. Campbell, as Overseer of the Poor. During her term of office, Mrs. Phelan was visited on one occasion by the cast of a play, 'Along Came Ruth', which was being presented in Boston. The theme of the play involved a first woman elected to office."
She met and married John A. Phelan when he moved to Quincy as an engineer for the Metropolitan District Commission. He was a graduate of Massachusetts Institute of Technology and had served as an engineer in the Transport Service in WWI. When their son, John, Jr. was 3 years old, the family moved to Galveston, Texas, where her husband was employed by the U. S. Shipping Board from its inception to its close as a fuel conservation engineer.
Her son fought in WWII, as a Captain in the U. S. Army. Afterwards he was a news editor for a radio station in El Paso, Texas, and later he was Sports Editor for Tri State Broadcasting Co. in Texas.
In her later years, Mildred lived at the Ambassador Hotel in Dallas. She took a bad fall there, which led to her death in 1967.
