Kelly [1883-1981] came to Greeley with his family in 1890 and opened a law office in the First National Bank Building of Greeley in 1909. As a water lawyer, Kelly served Water Districts 1 and 2 in Weld County, and was the attorney for the Cache la Poudre Irrigating Company and the Reservoir Company for forty years. In addition, Kelly was special counsel for Colorado in the Wyoming v Colorado and the Nebraska v Colorado litigation from 1930 to 1938. His work in water law is numerous, including work as an initiator of the Colorado-Big Thompson Project, and the Northern Colo-rado Water Conservancy District.

This collection includes documents donated by William R. Kelly (1883-1981). The variety of documents includes U.S. Government publications concerning Federal Reformation Programs, U. S. Agriculture Department Bulletins, and bulletins concerning the Northern Colorado Water Conservancy District. Also included in this collection, are publications on Western states water resources, the Western Resources Conference, brochures and personal papers concerning various water projects and issues, and local reports about water pollution and irrigation. The dates of items in the collection range from 1990-1973. A biography of Kelly from Who's Who in Colorado is included in the collection.
An important item in the collection is Water (and Law) in a Thirsty Land. The book is composed of 28 articles, as early as 1934, written by William R. Kelly and compiled August 19, 1970. Several articles in the book have been published.
The final item contained in the collection is a publication of The Colorado Water Conservation Board-Denver and Colorado Agriculture and Mechanical College-Fort Collins. It is titled A Hundred Years of Irrigation in Colorado, 100 Years Organized and Continuous Irrigation 1852-1952.
