Marshallion, Iowa, Nov.12th-Mrs. Emma Frances Steele Packard, wife of former Governor Stephen B. Packard, of Louisiana, died suddenly last night at the Packard Farm, just west of the city, from apoplexy. She returned shortly before from the city shopping, and was engaged in preparations to begin a meal when stricken. She lapsed into a state of consciousness, and died an hour later without regaining consciousness. Mrs. Packard was a daughter of the late Peter Steele, of Algiers, LA., who was for many years a captain of the Stanton Towboat line, and well known there. His daughter, Emma, was recorded one of the belles of her day, and was prominent socially in New Orleans in the early days. Later Peter Steele was made port warden of New Orleans, and moved his family across the river during the Civil War. Miss Steele met the dashing young Federal officer, Captain Stephen B. Packard, Company B, Twelfth Maine Infantry, who at the time had charge of court-martial duty in New Orleans, The soldier fell in love with the beautiful Southern girl, wooed and won her heart, and after two war resided in New Orleans, where Packard became a prominent politician. He assisted in the reconstruction of the State in 1867, and was two years later made United States Marshall of Louisiana by President Grant, holding this position during Grant's two years. November, 1876, he was elected Governor of Louisiana, and served till 1878, when President Hayes appointed him Consul at Liverpool, England, which he held seven years. He retired in 1885, when he removed to Cleveland, and later to this city, purchasing a large stock farm. He has resided with his family here ever since. Packard is now prominent in polities, and a member of the State Board of Agriculture. Mrs. Packard was 63 years old. She is survived by her husband and five children. Her sister, Mrs. James E. Ayer, lives in Algiers.
