Frank's parents were Ray Simpson and Della Marr. He married widow, Margery Ann (Courtright) Blosser in 1941 at her father's house in Circleville, Pickaway County, Ohio. Frank was an attorney and Chillicothe City solicitor. He was a past president of the Ross County Bar Association and a member of American Legion Post 62.
Frank graduated from Huntington (W.VA) High School in 1928, from the University of Michigan in 1932 and from Harvard University Law School in 1935. He was admitted to the Ohio Bar in 1935.
He was survived by his wife, Margery Courtright, a daughter, Mary Kathryn, 13, and a son, Dudley, age 10, his father, Ray Simpson and a sister, Mrs. Arthur Moeser, both of Huntington, W.Va. and two aunts, Mrs. Frank Marr of his city and Miss Grace Marr of Columbus.
Note: There is a long front-page article/obituary on Frank in the Chillicothe Gazette, published on Oct. 7, 1958 located at the Chillicothe/Ross County Public Library. Not sure why Frank's mother's memorial gives her middle name as Ray. Her death record says it was Mary.

Frank married Margery Ann Courtright, daughter of Dr. Dudley Vattier Courtright and Helen Louise Straw, in 1941 in Circleville, Pickaway County, Ohio. (Margery Ann Courtright was born on 3 Sep 1912 in Circleville, Pickaway County, Ohio, died on 12 Dec 2000 in Indianapolis, Marion County, Indiana and was buried in Grandview Cemetery in Chillicothe, Ross County, Ohio, USA.)
